Abstract

This article analyzes two foundational education laws passed in Albania in 1921 and 1922, situating them within the broader context of the early efforts of the Albanian state to consolidate authority and build modern public institutions. The study examines the administrative and ideological features of these laws, including school organization, teacher appointments, compulsory education, and textbook regulation. While both laws established primary education as free and compulsory for both genders, they continued to frame schooling as a process divided between boys and girls, without clearly articulating education as a fundamental right for all children. The article aims to address gaps identified in existing scholarship on this period, particularly the lack of critical analysis, comparative perspective, and contextualization of these laws. It argues that the 1921 and 1922 laws reflect a technocratic and institutional approach to state-building in a politically fragile environment—marked by a limited pedagogical vision but clear ambitions toward centralization.
