The research has been conducted by the Division of Educational Planning/Office for Standards and Evaluation within initial projects of Pedagogical Institute of Kosova 2007/2010. The research has been projected in such a way to show that current internal evaluation practices are under focus. The research results should offer indicators and arguments to help and direct main course that enhance evaluation process and make it comparable and measurable with countries that have enhanced systems of education. The reform process in Kosova has started in 2001. The international expertise helped educational system to be open towards modern international trends. Besides educational structure, educational reform included curricula framework as well, therefore evaluation process, too. Administrative Instructions were drafted to regulate evaluation process. The external evaluation has started to be implemented at the end of educational level i. e at the end of grade 5, at the end of grade 9 (test of achievement) and the Matura Exam at the end of Higher Secondary School. The outcome from the external evaluation are very low and do not correspond with outcome from the internal evaluation. Even though several years have passed, the perspective in this direction is gloomy. Therefore, the research in this field is of special interest because it will help all those who deal with these issues and especially those who are challenged in different ways in the school practices. The importance of researches in the field of evaluation has to do with bringing closer the internal and external evaluation as an opportunity to have access to international evaluation such as international program for students’ evaluation PISA. The research is drafted to implement a comprehensive approach of research methodology based on document’s review that regulate evaluation process, on school documents for students’ evaluation and particularly on processing of information gained through meetings with target groups as well as through questionnaires from respondent interviews from all groups of interest anticipated to be included in the research. The results from our research confirm that despite some improvements in the field of evaluation, internal evaluation of students remains in “crisis”. This situation is as the result of students’ low interest for learning, as the result of low quality of teachers’ work, as the result of poor knowledge of basic criteria of evaluation, as the result of unjust pressure of teachers on their colleagues to enhance grades without merit, as the result of pressure by school managers who want higher percentage of students passing justifying “improvement” of school performance in order to protect school staff, as the result of parents pressure who ask for grades for their children without merit, as the result of high number of students in a classroom and as the result of poor management of school based evaluation process. These results were identified during two workshops organized with target groups and during the research on the field. The research on the field showed that review and setting of standards of content and standards of achievement, preparation of instructions, manuals and different leaflets for evaluation process, drafting of a functional and coherent program for teachers and school managers training in the field of evaluation as well as implementation of techniques of formative evaluation are main course that enhance internal evaluation process bringing it closer with external evaluation.Downloads
