Institutional approaches to identifying and supporting students with extraordinary abilities, gifts and talents

Abstract

The purpose of this research was to identify institutional approaches to identifying and supporting students with extraordinary abilities, gifts and talents, as well as the implementation of the duties and responsibilities of institutions determined by administrative instruction (AI no.14/2019) for this category of students. Since this category of students is part of the group of students with special educational needs that is considered the most "marginalized" group in Kosovo, this research has identified the advantages and disadvantages of the process of identification and support of educational institutions, with the aim of raising awareness for further developing this process.

The research applies a qualitative approach, with exploratory, descriptive and evaluative methods. The research sample consists of 1 MESTI official, 7 MED officials, 6 school principals, 3 professional staff, 8 teachers, 1 official from ATOMI institute, and 12 students identified with exceptional abilities, gifts or special talents. Six types of questionnaires were used for interviews and adapted to the target groups.

The research results show that MESTI has drafted documents in order to identify and support students with exceptional abilities, gifts and talents and allocated funds to NGOs in support of this process. However, there is a lack of a strategic plan of action and inter institutional cooperation for practical implementation. Therefore, only a part of the students manage to be identified and receive some support. To strengthen this process, it is recommended to develop an inter-institutional cooperation strategy for support, supervision and institutional accountability to ensure identification and support for this category of students, and for development of their full potential.
